The Organisational Debate

In many progressive companies there is debate taking place as to where the purchasing process should fit and how it should be managed. In other companies this management of the process is just being left to chance. What ever the outcome of the debate there can be no doubt that the process must be managed if the full benefits to the organisation are to be maximised.

As a consequence, some companies have formed a very positive view as to where "purchasing" should be positioned and have created a "Purchasing Department" at the heart of the organisation. This department is given total responsibility for the total process and then perhaps delegates certain aspects and procedures to others in the organisation where appropriate but retaining the overall responsibility.

Other companies have taken a different view and have decided on a totally delegated purchasing process which will be undertaken by many people across their organisation, but have ensured that those authorised are both trained and competent in the role. In this case employing a few professionals to provide a service when necessary and to oversee the total process.

What ever the view taken, we consider it essential that the procurement process, be it for goods or for services, is managed effectively if the full benefits to the organisation are to be realised.
